Business groups, including the Business Council of Australia, the Australian Industry Group and Restaurant & Catering Australia, expressed frustration at the delay until November 2 in the reopening of most businesses, although the Australian Retailers Association said a timeline would be a relief.

Prime Minister Daniel Andrews tried to provide a more surer path to get out of the lockdown on Sunday, removing the targets from the previous case numbers and announcing some major easing of restrictions, including no time limit outdoors, a 15 mile travel bubble in place of the previous five kilometers of outdoor gatherings for up to 10 people from two households.

Business groups expressed disappointment with the limited changes announced on Sunday, warning that more companies would fail.

Jennifer Westacott, CEO of the Business Council of Australia, said, “This is an inexplicable and unacceptable delay for Victorians and small businesses waiting a day, not a week.”
