In Ukraine, higher educational institutions are temporarily switching to distance learning, and in some cities the deployment of large infectious diseases hospitals is beginning. Also, the Verkhovna Rada of Ukraine will consider the issue of increasing fines for the lack of masks in transport and catering establishments. Such decisions were made at a meeting with the President of Ukraine Volodymyr Zelenskyy, the head of the Verkhovna Rada Committee on Nation Health, Medical Aid and Medical Insurance Mikhail Radutsky writes on his Facebook page. “We are temporarily transferring universities to distance learning. This decision is fully supported by the leadership of educational institutions. Unfortunately, there are already several outbreaks of infection of employees and students, as well as deaths. Last week, the dean of the Faculty of Geography of the Shevchenko National University of Kyiv died,” he said.
According to Radutsky, an information campaign is needed among students: young people should understand that today it is better to limit the number of contacts and minimize their stay in crowded places. The life of their parents and grandparents is also their responsibility.
“Autumn holidays in schools should start earlier. The start date of the holidays is determined by the local authorities, but it is optimal if the holidays start next week, before October 15,” adds Radutsky.
It is noted that restrictions on the work of catering establishments – restaurants, clubs are being introduced in the red and orange zones.
“From 22:00 the establishments should be closed. Mass” parties “in the clubs are over. This applies to all public events. The authorities are no longer going to look at the violation of the ban” through their fingers “, – he adds.
The President also instructed the Ministry of Health to increase stocks of personal protective equipment and medicines that are used in the treatment of complications of coronavirus disease. According to him, an irreducible supply of PPE and drugs should be established, which will last for a long time.
“By order of the President in Kiev, Odessa, Mariupol, preparations are beginning for the deployment of large infectious diseases hospitals in case of overload of medical institutions of the first and second wave. All the necessary equipment is being purchased so that new hospitals can start working in a matter of days. We plan to place hospitals in existing large premises – in Kiev it may be the Palace of Sports. So far there is no such need, but we must be fully prepared, “- says Radutsky.

In addition, the President instructed to prepare departmental hospitals and institutions subordinate to the Medical Academy of Sciences to receive patients with COVID-19. Thanks to this solution, we significantly increase the number of beds.
“We are attracting interns and senior students of medical universities to work in infectious diseases departments. The corresponding legislative changes came into force in the summer. There are clear protocols for the treatment of patients with COVID-19, and I am sure that under the supervision of experienced doctors, our young specialists will be able to provide qualified assistance “, – he draws attention.
Radutsky notes that by order of the President, the Ministry of Health should increase the number of PCR tests from 30-35 thousand to 50 thousand per day.
“The government provided UAH 260 million to increase the number of tests for coronavirus, of which UAH 100 million for contracting private laboratories, UAH 160 million for the additional purchase of reagents and laboratory equipment,” the head of the committee writes.
It is reported that the President also instructed to solve the problem with oxygen supply.
“By the end of the month, local authorities must equip 80% of beds with coronavirus patients with oxygen supply. For this, the government allocated UAH 572 million to the regions,” he said.
Radutsky notes that the only effective form of control over observance of the mask regime is the introduction of responsibility for the owners of premises.
